For the twelfth consecutive year, Macomb County Executive Mark A. Hackel has prepared a structurally balanced budget for 2023. The County’s proposed 2023 budget totals $1.1 billion, and ensures that all expenditures are covered by existing revenue sources. The proposed spending plan prioritizes investments in public safety and mental health services, a resilient community action network, emerging diversity, equity and inclusion programs and transformational capital infrastructure plans. The Executive’s budget priorities will now move forward to the Board of Commissioners for legislative review.
“Macomb County again stands in a remarkable financial position,” said Macomb County Executive Mark A. Hackel. “We are investing in core programs and operations that are responding to the emerging needs of our community. This economical spending plan was crafted with the expertise of our Finance Department, countywide elected officials, department heads and employees. This budget is a testament to the financial strength of Macomb County, and upholds our unwavering commitment to transparency.”
The 2023 budget highlights all revenues and expenditures of the County’s operations and includes a three-year financial projection. Stable revenues and sound fiscal management practices have provided the administration with the ability to recommend the addition of 54.4 net new positions to the 2023 budget, 29 of which are funded by grants or other sources. Notable additions include 22 positions in the Sheriffs’ Office to alleviate overtime, 5.0 in Health and Community Services, 4.5 in the courts, 3.0 in Information Technology and 2.0 in the Clerk’s Office.
“We have developed a responsible spending plan for 2023 that upholds all of our statutory financial requirements,” said Macomb County Finance Director Stephen Smigiel. “Through the efficient management of our resources we have been able to respond to the economic realties of the day and tactically invest in our future.”
The County’s financial best-practices and history of balanced budgets has allowed Macomb to preserve its fund balances and maintain its highly coveted AA+ bond rating. The 2023 recommended budget can be found at https://finance.macombgov.org/finance-Budget.
